How to write the ingredient list on the cosmetic product label in the EU

One of the obligatory mentions on the cosmetic product label in the EU is the list of ingredients. EU cosmetics regulation 1223/2009 provides specific rules as to which ingredient names have to be used and in which order the ingredients have to be written.

Ingredient list: The ingredient list shall be preceded by the term “ingredients”. Ingredients have to be listed according to their INCI denomination, in a descending order of weight of the ingredients at the time when they are added to the cosmetic product (by concentration). Ingredients in concentration of less than 1% may be listed in any order after those in concentrations of more than 1%. Colorants other than colorants intended to colour the hair may be listed in any order after the other cosmetic ingredients.

Perfume and aromatic compositions shall be referred to by the terms “parfum” or “aroma”. Whenever perfumes or aromatic compositions require the addition of solvents or carriers to the product, these solvents or carriers must be listed in the ingredients list.

All ingredients present in the form of nanomaterials shall be clearly indicated in the list of ingredients. The names of such ingredients shall be followed by the word “nano” in brackets.
